Headquarted in North San Diego County, CCSB is the outgrowth of a realization by its co-founders, Drs. Michael Forman and Neil Joebchen. Billing related tasks had grown more time consuming and fraught with pitfalls as regulations multiplied and compliance issues became more and more specialized. As Emergency Physicians, they found the time spent on these issues left less and less time for treating patients, and was affecting their ability to practice medicine. The realization was that billing had become a COMPLEX specialty in and of itself. So, Drs. Forman and Joebchen created Critical Care Specialty Billing to help other medical professionals with the same billing challenges they were facing.

Since 1992, CCSB has grown to 30 employees...all experts in billing, coding, customer service and collections.

Management Profile

A full-time practicing Emergency Physician for over 24 years, Michael H. Forman, MD, FACEP, is the CEO of CCSB. He is the Chief Financial Officer of Tri-City Emergency Medical Group. Dr. Forman has served as the 2006 Chairman of the Department of Emergency Medicine at Tri-City Medical Center in Oceanside CA.

Neil R. Joebchen, MD, FACEP, is the President of CCSB and has practiced Emergency Medicine for over 29 years. He formerly served as Chief of Staff at Tri-City Medical Center and is currently the President of the Tri-City Medical Center Foundation.

Bonnie Warren has been the
Office Manager for CCSB for
over 14 years and has an
extensive background in
